Conditions of access and use

These conditions govern access to and use of the MACSE.IT map of BESS projects in Italy. They apply whether you reached the map through the email form, through a subscriber sign-in link or through an invitation link we sent you. Accessing and using the map means accepting them.

Who we are, and what the words mean

The service is provided by PLUTEO S.r.l., Via A. De Gasperi 82, 62010 Mogliano (MC), Italy, tax code and VAT no. 02109050431. MACSE.IT is a Pluteo brand. Write to us at info@pluteo.io.

• Map — the interactive page at /mappa/, its interface and its updates.
• Dataset — the set of records behind the Map: our selection, normalization and municipality-level geocoding of public acts and official publications: authorization decrees, municipal PAS notices and regional or provincial authorizations published in the regional official bulletins, the MASE report on authorization procedures, and the GSE FER X auction rankings.
• Recipient organization — the company or body we sent an invitation link to, the company or body holding a subscription, or the holder of the address used to open the preview.
• Authorized user — a person within the Recipient organization who needs the Map for that organization's own internal evaluation or, for a subscription, for the use allowed by the subscription agreement.

What you may do

We grant the Recipient organization a personal, non-exclusive, non-transferable and revocable licence to consult the Map and the Dataset, limited to that organization's internal evaluation. Nothing more is granted, by implication or otherwise.

If the Recipient organization holds a subscription, its subscription agreement governs access to and use of the Map, the Dataset and exported files and prevails over these conditions in the event of conflict, including as regards permitted uses, authorized users, extraction and sharing. Exported files remain subject to the rights and restrictions expressly agreed in that agreement and to applicable third-party rights. Nothing in these conditions grants rights that PLUTEO does not hold or restricts uses of source materials permitted by applicable law or their own licences.

What you may not do

The following restrictions apply except to the extent expressly permitted by the applicable subscription agreement or by applicable law.

• forward the access link or any credential, or otherwise make access available to anyone outside the Recipient organization;
• publish, disclose, distribute, resell, sublicense or otherwise make the Dataset available to third parties;
• systematically extract, copy or reuse the Dataset, in whole or in substantial part, or use it to build a competing product or to train models;
• use it for any purpose other than the internal evaluation described above.

None of the above prevents you from complying with a binding legal obligation. If you are required to disclose, tell us first where you lawfully can, so we can seek protective measures.

What is ours, and what is not

The Map is built from public administrative acts — directorial decrees of the Italian Ministry of the Environment and Energy Security (MASE) and the single-authorization register of the Sicily Region. It also uses official publications: the MASE report on authorization procedures, the notices and authorizations published in the regional official bulletins, and the FER X auction rankings published by GSE. Those documents remain public and subject to their own regime: we claim no ownership of them, and these conditions do not restrict your access to them at the source.

The FER X layer contains selected factual data extracted from the rankings of plants admitted in a useful position (Table A), published by Gestore dei Servizi Energetici – GSE S.p.A. under Article 7(7) of the Ministerial Decree of 30 December 2024. The source data are reused under Article 7 of Legislative Decree No. 33/2013 and the applicable public-sector information reuse rules. Each record identifies its source ranking. Source values are preserved; units and any conversions are stated. Municipality-level coordinates are added by PLUTEO and do not identify the actual plant location. This is an independent selection and presentation by PLUTEO, not an official GSE publication, and does not imply GSE endorsement.

What we do claim, to the extent recognized by applicable law, is the work we put on top: the selection, organization, normalization, geocoding, interface and ongoing updates that make the Map what it is. That work is what this licence covers.

Restrictions concerning PLUTEO's service and original contributions do not restrict the independent reuse of source data permitted by applicable law. Users must retain the relevant source attribution and preserve the integrity of those data.

Sources, accuracy, and what this is not

Sources: MASE single authorizations for electricity generation; Regione Siciliana, Department of Energy; regional official bulletins (BUR) for municipal PAS and for regional and provincial authorizations; the MASE report on authorization procedures and the official bulletin of Regione Emilia-Romagna for projects in permitting; GSE for the FER X auction rankings. Storage technology, geocoded at municipality level. The BESS totals count authorized projects only. The Pipeline layer shows projects still in permitting, which are not authorized; the FER X layer shows plants admitted to an auction, which is not an authorization. The header of the Map states the date up to which the data shown are updated.

The free preview shows the projects authorized by MASE and by the Sicily Region up to 60 days before the update date, and its header states that earlier date; the subscriber view states the update date. The following are available to subscribers only: the authorizations of the last 60 days; the FER X layer; the Regional and municipal authorizations layer (regional authorizations of the other Regions, provincial authorizations and municipal PAS); the Pipeline layer; the export of the data.

This is an informational service. We compile it carefully, but we give no warranty of completeness, currency, accuracy or fitness for any particular purpose, and in particular none for investment, commercial or regulatory decisions. Every record links to its source act or publication: before relying on any figure, check the source document.

Liability

To the fullest extent permitted by law, we are not liable for indirect or consequential loss, nor for decisions taken on the basis of the Map. Nothing in these conditions excludes or limits liability for wilful misconduct or gross negligence, any liability that cannot be excluded under applicable law, or the rights of consumers.

Changes, suspension and revocation

We may correct the data, change the Map and its features, and suspend or revoke any access we find to be abusive or in breach of these conditions — including revoking an invitation link or removing an address from the subscriber access list. We may update these conditions; the version number and date at the top of this page always tell you which version is in force.

Personal data

How we handle the email address you leave, the address you use to sign in as a subscriber, and the technical data involved in giving you access, is explained in our privacy notice.

Law and disputes

These conditions are governed by Italian law.

If you use the Map as a consumer, the mandatory protections of your place of residence, including the competent court, are unaffected: nothing here derogates from them.

For business use, the court of the place agreed in the applicable contract or order applies; in the absence of such an agreement, the ordinary rules of jurisdiction apply. Any exclusive jurisdiction clause must be agreed and separately approved in that contract or order, and is not established by this page.
